Summary of Key Issues, Points, Conclusions:
GAO examined four specific agencies – the Departments of Health and Human Services (HHS), Energy, Commerce, and the Environmental Protection Agency (EPA) – and found that the agencies have made progress in implementing several Presidential Decision Directives (PDD) 63 requirements, such as appointing chief information assurance officers and preparing initial Critical Infrastructure Protection (CIP) plans. However, none of the agencies has fully implemented all requirements, including the fundamental processes of identifying agency assets that are critical to the nation and determining their dependencies on other public and private assets, as well as assessing the vulnerabilities of these assets.’
GAO also examined the progress of five industry-specific Information and Sharing Analysis Centers---Information Technology, Energy, Water, Telecommuncations, and Electricity---regarding three objectives: (1) establishing baseline objectives; (2) serve as a clearinghouse within and among sectors; and (3) provide library to government and private sector. The report details mixed progress and recommendations from the ISACs for improvement.
