This guide provides a strategy for developing an increased level of preparedness for communities to cope with major disasters. It is intended for government, private sector, and other organizations with specific missions of assuring that their regions can endure the effects of multi-hazards and respond and recover rapidly when disaster strikes.
The Guide’s objective is to provide a flexible, dynamic high-level framework to be used by all levels of government, key service providers, and other organizations to develop and improve regional preparedness; it is a set of guidelines to assist in the measuring of progress in order for governments to build on existing preparedness capabilities and achieve regional disaster resilience.
Providing a list of identified regional preparedness “needs” is one of the major objectives of the Guide. These needs focus on strengthening resilience to multi-hazards, securing interdependent cyber and physical infrastructures, and assessing other risks. The guide also provides key definitions and a set of common assumptions that emphasize regional disaster resilience. Additionally, it provides recommendations for projects to be undertaken to address resilience needs, with examples of solutions and best practices.
