Summary of Key Issues, Points, and Conclusions:
The US Coast Guard, the National Infrastructure Protection Center (NIPC) and the National Response Center (NRC) signed a Memorandum of Understanding with each other in Feb. 2003, to form a private and public partnership for the purpose of information sharing to mitigate the risks and vulnerabilities to terrorism, and to provide a safer defense of the US. The ISAC is to promote and ensure rapid and confidential dissemination of information between intelligence sources, law enforcement and industry ISAC members. Warnings and appropriate action then may be taken by the authorities, in this case, the Coast Guard and other relevant agencies. The ISAC is to encourage stakeholders to report any suspicious activity to the NRC. The Coast Guard stated that approximately 34 local waterway watch programs are in effect.
