Summary of Key Points, Issues, Conclusions:
This report examines the action taken by DHS to identify the nation’s critical infrastructure and key resources, and the attempts to organize them in the National Asset Database (NADB).
After reviewing efforts made since 2003 when the Homeland Security Presidential Directive No. 7 was issued (HSPD-7 Critical Infrastructure Identification, Prioritization, and Protection), OIG made recommendations to DHS in the area of critical infrastructure. In order to improve the development and quality of the national asset database, they recommend:
- Defining and examining out-of-place, insignificant assets and determining which should remain in NADB
- Providing state homeland security advisors opportunities to review their previously submitted assets and recommending to DHS whether to keep them
- Clarifying the guidance states should follow for submitting data and how DHS will use the data
- Identifying and evaluating key milestones for NADB to ensure they are captured in the NIPP
