Senator Susan M. Collins and Senator Joseph I. Lieberman led the U.S. Senate Committee Hearing by opening with member statements.  Witness testimony was provided by the Honorable Michael Chertoff, Secretary of Homeland Security; Admiral Thad W. Allen, Commandant US Coast Guard; Donald F. Kettl, PhD, Director Fels Institute of Government University of Pennsylvania; and John R. Harrald PhD, Director Institue for Crisis, Disaster, and Risk Management  at George Washington University.  The officials agreed that FEMA should remain in DHS and preparedness and recovery should work together.
