Summary of Key Points, Issues, Conclusions:
In the report, the GAO summarizes the response and relief efforts carried out in response to Hurricane Katrina. An evaluation of the successes and failures will be used to improve future disaster response readiness and reaction. The report also sought to identify issues that were specific to the recovery of the Gulf Coast area. The GAO identified 3 elements that are necessary for preparing, responding and recovering from any catastrophic event and builds their recommendations around these factors. These elements are: leadership, capabilities, and accountability.
