Summary of Key Points, Issues, Conclusions:
The legal system plays an important role in the prevention response and management of disasters. Recent events have shown that the law is unprepared to handle disasters in a coordinated way effectively. Recognizing this deficiency, the legal and academic communities have begun to create solutions under the rubric of disaster law. This field includes a wide ranging inter-disciplinary body of thought, research and dialogue with the goal of improving disaster related decision making.
This white paper is a result of issues and plans discussed at University of California Berkley Law School Disaster Law and the Legal Academy conference. The four main areas addressed were: international collaboration, social justice, compensation and insurance, and prevention and response. Other recommendations included the creation of an annual disaster law conference, increased internet presence, and the integration of disaster law into law teaching.
