Summary of Key Issues, Points, Conclusions:
Seeking to create a common framework for the Marine Corps for the further exploration and refinement of tactics, techniques, and procedures of irregular threats, Countering Irregular Threats proposes how the Marine Corps should respond to failed and failing states that threaten national security. Lt. Col. McDaniel advances the concept of the “Single Campaign” that integrates the application of all the elements of national power to counter an insurgency. He suggests that Marines need to be more than riflemen; they also need to be publicists, caregivers, economists, and governors and outlines the six lines of operations (LOO) that Marines need to be prepared to operate: governance, information operations, combat operations, force training, essential services, and economic development. These LOO require deep interagency understanding and collaboration, a change of mental framework that encompasses destroying in war and building in peace, extensive cultural/language trainings, and a COIN campaign/strategy program.
