The Counterinsurgency for US Government Policy Makers: A Work in Progress is an interim guide intended to provide a broad understanding of the characteristics of an insurgency, counterinsurgency, and the interagency dynamics to improve security and promote effective governance.  It outlines the theory and principles of insurgency and counterinsurgency, describes the attributes and all actors (the affected government, the US country team, the international community, NGOs, and the private sector), and how to assess and plan for conducting a counterinsurgency campaign.  Effective COIN requires multi-faceted and integrated operations that apply civilian and military capabilities.  Insurgencies and COIN strategies can and will vary significantly depending on unique characteristics on the ground. 

This guide also has very useful appendices such as “US Government Roles in COIN,” “Best Practices,” and a “Useful References” reading list.
