Summary of Key Issues, Points, Conclusions:
The authors argue the federal government has expended too much time and energy training state and local governments how to respond to terrorist attacks and not enough time and energy enhancing their ability to prevent terrorist attacks. To prevent attacks, the nation needs a comprehensive national homeland security system. According to the authors, such a system would protect the principals of federalism. It would also ensure Homeland Security’s long-term survival by gaining local and state financial support and by catalyzing them into “buying into” the system. According to the authors, the administration and Congress need to take some specific steps to construct a comprehensive national Homeland Security system. The administration needs to improve the information sharing environment, fund data mining operations, establish guidelines for data mining operations, create regional homeland security centers, and disseminate guidelines for state intelligence operations. The Congress needs to authorize data mining operations, fund immigrant violation terrorist operations, and support the creation of an information sharing environment and regional Department of Homeland Security offices.
