The Emergency Support Function 15 (ESF 15) Standard Operating Procedures (SOP) 2006 is the primary tool used to aid the principal Federal Official and Joint Field Office during an incident of national significance. It also serves as a guide for the coordination of federal incident communications. The SOP has been updated to reflect changes to the National Response Plan (NRP), National Incident Management System (NIMS), and Incident Command System (ICS) provisions. The SOP consists of a basic guide and a series of annexes detailing the role and function of stakeholders and a description of relevant topics.
