The National Strategy to Combat Weapons of Mass Destruction (WMD) is part of the National Security Strategy of the United States. The strategy consists of three key objectives:
   •  Counterproliferation to combat WMD use
   •  Strengthened nonproliferation to combat WMD development
   •  Consequent management to respond to WMD use.

Four interrelated functions will be used to accomplish the objectives:
   •  Collection and analysis of intelligence on WMD, delivery systems, related technologies
   •  Research and development for response efforts
   •  Bilateral and multilateral coordination
   •  Directed strategies towards hostile states and terrorists.
