The National Preparedness Goal outlines seven steps the government must take : (1) implement the National Information Management System and the National Response Plan, (2) increase regional collaboration, (3) implement the National Infrastructure Plan, (4) promote information sharing, (5) augment its interoperable communication capacity, (6) improve its Chemical, Biological, Radiological, Nuclear, and High Explosives capabilities, (7) and strengthen its medial surge and mass prophylaxis capacity. The report sets targets for improvement in these areas and established metrics to measure progress.
