Summary of Key Points, Issues, Conclusions:
The Small Vessel Security Strategy’s (SVSS) purpose is to address the risk that small vessels might be used to smuggle terrorists of WMDs into the United States, as a weapons platform, or means of an attack with a WBIED. The specific goals of the strategy are given under the guiding principles that (1) all solutions shall be risk-based, (2) education and training are key to safety and security, (3) and economic and security needs will not be compromised. The overarching goals are (1) to enhance security and safety based on a coherent framework, (2) leverage technology to enhance the ability to detect, infer intent and interdict small vessels, and (3) enhance cooperation between all levels of government and appropriate government agencies. The SVSS also describes the role of the private sector and how to best incorporate the private sector as a critical partner.
