GAO monitors the issues incurred by federal agencies using performance information in making budgetary decisions. The Government Performance and Results Act (GPRA) of 1993 combined with performance budgeting can support agency reexamination.
To ensure fiscal responsibility and national renewal, it is necessary to reexamine the base of all federal spending, tax programs, policies and activities. GPRA provides a foundation for strengthening government performance and accountability. The President's Management Agenda and the Program Assessment Rating Tool (PART) builds upon GPRA. These two combines with the Key National Indicators (KNI) provide the tools necessary for complete federal examination.
In order for performance budgeting and program review to fully take hold, Congress must weigh in on what information it wants. GAO urges a more comprehensive framework for uniformly evaluating federal programs.
