Summary of Key Points, Issues, Conclusions:
Enacted in 1993, the Government Performance and Results Act (GPRA) set out guidelines to improve government project management.  GPRA requires all agencies to implement project management tasks such as goal setting, measured results and progress reports.  All agencies must create strategic plans and analyze projects.  The Office of Management and Budget (OMB) is required to compile the annual report on agency performance.
