Summary of Key Points, Issues, Conclusions:
The Clinger-Cohen Act of 1996 established statutory requirements for IT management; the framework proscribes a method for evaluating how well an agency is handling its IT resources. Pursuant to this act, GAO published a draft of Information Technology Investment Management (ITIM).
The ITIM framework is a maturity model in five progressive stages that an agency can achieve in IT investment management capabilities. An agency must institutionalize all of the requirements before proceeding to the next stage.
Stage 1- An agency is selecting investments in an unplanned manner with unpredictable project outcomes
Stage 2- The foundation is laid for sound IT investments by helping the agency have sound investment control processes
Stage 3- The agency moves from a project-centric process to a portfolio approach
Stage 4- The agency uses evaluation techniques to improve process and portfolio
Stage 5- The agency is making decisions relative to other top organizations
