Summary of Key Issues, Points, Conclusions:

The sudden displacement of a large population creates a public health emergency. This article states that the insufficient response to Hurricane Katrina seems to have been due to a lack of appropriate planning. The seven lessons published here from the international relief community can help to cope with the movement of large population.
