In this document the National Homeland Security Council provides a disaster plan for fifteen different types of nuclear, chemical, biological, explosive, and cyber attacks.  Each disaster plan includes a section on:

6)      Investigation/Hazard Mitigation

Each plan delineates the actions federal, state, and local authorities need to take in the event that this type off attack occurs.
