Bill Munn

Dr. Munn is currently the Director of 911 Industry Sales for WirelessWERX, an Anaheim-based technology development company.

Dr. Munn is the former president of the National Emergency Number Association, the organization dedicated to the development, implementation and management of emergency number services.

He served for more than 20 years as executive director of the Tarrant County (Texas) 9-1-1 District, retiring in January 2006.

As one of the early leaders of the public safety telecommunications industry, Dr. Munn developed the Emergency Number Professional certification program, which has to date certified almost 1000 managers of 9-1-1 systems in the United States and Canada.

He developed and managed a comprehensive disaster recovery plan for an emergency communications network serving 1.9 million persons, one of the first in the country, and is working actively with FEMA to integrate training concepts dealing with 9-1-1 into emergency management training programs.


Dr. Munn received his bachelor's degree in business administration from Texas Tech, his master's degree in public administration from Southern Methodist University, and his doctorate in urban and public administration from the University of Texas at Arlington. He has also been a member of the adjunct faculty for Embry-Riddle Aviation University.
