W. Michael Dunaway
Michael Dunaway teaches the Fundamentals of Homeland Security course in the graduate Certificate in Homeland Security program at the George Bush School of Government and Public Service
Since 2001 he has been assigned to the
Cognitive, Neural and Social Science and Technology Division, Office of
Naval Research as deputy program officer for development of synthetic
environments and virtual reality systems for Naval and Joint training,
planning and mission rehearsal. Additional applications focus on
shipboard damage control, force protection, remote technical support to
deployed forces, operational decision-making, and interagency
coordination for emergency preparedness and homeland security.
From November 2001 to March 2002, served as a subject matter expert on interagency planning and strategic analysis for the Delaware Valley Task Force on Disaster Preparedness, chartered to develop response strategies for civil disasters and terrorism incidents in the Philadelphia region. For that study, wrote a disaster planning manual, "Strategies for Incident Preparedness: A National Model," published by the Drexel University (2002); available online at (http://www.cimerc.org/content/publications.html).
Chairman of the Chesapeake Critical Incident Partnership, a business-private-public sector council to develop risk mitigation and preparedness strategies for critical incidents, emergency and mass-casualty events in the Annapolis and Anne Arundel County, Maryland region in support of city and county emergency management agencies.

Until August 2000, served as a surface line officer in the U.S. Navy, retiring as a Captain after 27 years of commissioned service. Significant tours included:

Dean of Military Faculty and Associate Chairman, Department of National Security Affairs Naval Postgraduate School, Monterey, California.
Deputy for Operations, staff of Commander, U.S. Naval Forces, Central Command, Bahrain.
Lead Strategist, Strategic Concepts Group, Office of the Chief of Naval Operations, Washington, D.C.
Commanding Officer, U. S. Navy Guided Missile Frigate.
Flag Secretary, Commander Cruiser-Destroyer Group Three (Enterprise Battle Group)
Director, Hydrofoil Special Trials Unit, and Officer in Charge of U.S. Navy R&D hydrofoil.
Duties aboard three U.S. Navy destroyers.
Mr. Dunaway has served on the faculties of the National War College in Washington, D.C., at the U.S. Naval Academy and Naval Postgraduate School, and has lectured at the U.S. Military Academy at West Point, and the Chilean School of Advanced Strategic Studies in Santiago, Chile. He has developed and taught courses on U.S. Military Strategy and Operations, the Laws of Armed Combat and Rules of Engagement, Psychology of War and Combat, Civilian Control and Military Professionalism, and the Management of Complex Contingency Operations.
He is a 2006/07 Fellow at the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland, and at the Integrative Center for Homeland Security at Texas A&M University.
